Following Hurricane Matthew, one of the identified needs in the aftermath was help with restoring mobile communications. All of the major mobile carriers have rapid-response teams and plans in place to deploy emergency equipment including portable generators, fuel trucks, Cell On Wheels (COWs), Cells on Light Trucks (CoLTS), fuel and diesel trucks and other vehicles.
