Balanced Budget Act of 1997 (BBA)

A federal law enacted by U.S. Congress that made numerous changes to various titles of the Social Security Act, contained significant changes to the Medicare and Medicaid programs, and created a new Title XXI, the State Children’s Health Insurance Program (SCHIP). It cut Medicare payments to doctors and hospitals, which were subsequently reduced.
