Formerly known as Area Mental Health Programs, LMEs are regional authorities responsible for managing, coordinating, facilitating, and monitoring the provision of mental health, developmental disabilities, and substance abuse in the area that they serve. Functions of LMEs include ensuring access to MH/DD/SA services for all North Carolinians, connecting consumers to appropriate outpatient and inpatient services and others codified in §122C-115.4 of NCGS. In addition to their statutory LME functions, all LMEs must also become capitated behavioral health managed care organizations, responsible for all state and local behavioral health funds, including Medicaid, by July 1, 2013.
